THE WAR IN UKRAINE AND THE IMPLEMENTATION OF THE EASTERN PARTNERSHIP PROGRAM IN RELATION TO UKRAINE

Abstract

The aim of the paper is to present the Eastern Partnership program under the European Neighborhood Policy of The European Union in relation to Ukraine, which will allow answering the research questions: How did the war in Ukraine affect the implementation of activities and projects under the Eastern Partnership program in this country? What activities are being implemented under the project? What will be the future of the Eastern Partnership? What are the benefits for Ukraine from participating in this program? The Eastern Partnership Program as a Polish-Swedish initiative was launched in 2009 and covered six former Soviet republics: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. It offered the possibility of cooperation, signing an association agreement, an agreement on an enhanced free trade zone and visa facilitations for citizens of countries covered by the program. Ukraine achieved all the main goals of the Partnership, which did not provide any prospects for membership in the European Union. The situation changed in 2022 with Russia's attack on Ukraine, one of the effects of which was Ukraine submitting a formal application for EU membership in February 2022, and in June 2022 it obtained the status of an EU candidate country. The speech aims to diagnose the problems Ukraine faces in the context of its foreign policy during the ongoing war with Russia and the activities undertaken under the Eastern Partnership program and their effects.The special period Ukraine finds itself in after the Russian attack means that some of the planned activities of the Eatsren Partnership had to be modified and emphasis was placed differently. An important aspect of the speech will be to define Ukraine's place in the foreign policy of the Russian Federation and the European Union's policy towards this country.
