The article contains some interesting results and is worth of publishing, but some moments could be improved. There a few places were Ukrainian text is not translated to English: The tensile strength σ (N/mm2 або МРа); thickness of 0.0551 - 0,0615 мм. In the sentence "Upon completion of the structure formation processes and complete drying, the liquids are easily separated from the substrate" evidently should be  "...  the films are easily separated from the substrate". Besides, I would recommend to add the data of physical-mechanical studies of the films obtained without starch and sodium tetraborate to make possible the evaluation of the effect of these components on the film properties.
